Can You Withdraw Steam Money To Bank

No, Steam Wallet money is not transferable.

You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

Not if you bought the wallet funds with your bank account or PayPal. That can be refunded within 14 days, as long as you haven't spent it.

what happens if i did spend it, but refunded it?

You can't refund it if you have spent any of it.

so how do you refund if you havnt spent it

there would be a lot of fraud and other miss-deeds with trading crap and buying crap .
dont add money to your wallet , just buy with your debit/credit card . then if you return /refund a game the money goes back to your bank/credit account , not the steam wallet

If you bought game with wallet funds, then your can ONLY refund back to wallet.
